Wooden statue for on the rudder at the stern of a wooden ship.

A beautifully carved rudderhead in the form of a "moor", with turban, feather, pearl-earrings and pearl necklace.
 
Small, refined rudderheads were used to decorate the tiller in the 18th century.
 
Dutch, 18th century.
